Can we install an operating system or database servers on S3?

No. AWS S3 is object storage, so it cannot be used for software installation. To install different software, such as operating systems or database engines, block storage is required not object storage. Amazon offers EBS as block storage. Imagine EBS as a virtual hard drive that can be attached to EC2 machines, and then operating systems or database engines on can be installed on that.
