How to make a dual-axis map chart like this-

This is a simple map chart with some variation in the opacity. Create the normal map chart you create and then decrease opacity from 100% to around 60%.

Although the above image seems to be from some other tools and exactly replication can be a little challenging but after formatting, you can get similar.
