Stakeholder maps can be created in excel in the following way.

Let's say you have the stakeholders in column A, their influence in column B and their awareness in column C.

Select the table, click graph->scatter->next. Then select series in rows instead of columns. Your data series should now be named according to the stakeholders. Go to the "Series" tab, and manually adjust all the ranges for the X and Y values to be just one cell instead of a range.

So, if the name box points to =sheet1!$A$2, X should point to =sheet1!$B$2 and Y to =sheet1!$C$2
